called the meeting to order at 10:31a.m. Board members present were as follows:

Approval of Minutes
President Rod Broberg
announced that the minutes had not been reviewed in their entirety, and were
not ready for board approval. Minutes for the February meeting will be
available for approval at the May meeting, that will be held in Greeley County.
Meeting Agenda Additions/Corrections
Executive Director Randy
Allen asked that the 2001 Annual Report be moved up on the agenda.
2001 Annual Conference
Randy Allen handed out an
"Annual Conference Theme Brainstorming" sheet. After the board was
divided into two groups, they were directed to focus on the ideas presented,
and to add to the list. Being as creative as they are capable of, the group
came up with many ideas for not only a Conference theme, but also ideas for
titles of some of the breakout sessions, and workshops.
Randy reminded ALL board
members that as such, their reservations for the conference would be made for
them - do not have your county make you a reservation! Beginning April 3,
reservations will begin to be registered at the conference hotel and with the
other hotels holding blocks.
Randy handed out a draft
policy statement for the 2001 Annual Conference. The statement lists the
Conference Purpose, Schedule and Format and the Conference Planning. Kathy
Peckman suggested the statement be printed in the County Comment as
well as the Conference brochure. Doing so would demonstrate the true purpose
of our conference and encourage more participants. Russ Frey suggested adding
a #4 to the purpose. He would like to incorporate a means for creating
strategy for better relations with legislative government relations. With
better planning at this level, we could present solid unity to the
legislators.
There was some discussion
for Pre-Conference Workshop presenters. "Managing Change", a
workshop led by Joanne Patera was an event that several board members had
attended and gave rave reviews. Randy will look into the availability of her
as a presenter.

Finance Committee Report
Finance Committee
Chairperson Nancy Weeks reviewed the list of bills and payments submitted for
approval. Nancy indicated that the bills and invoices had been
examined by the Finance Committee at its earlier meeting and that the Finance
Committee recommended approval of the bills as submitted.
Nancy Weeks moved, seconded by Russ Frey to approve the bills
and payrolls as submitted. Motion carried.
The monthly financials
are not completed for presentation at this time. They will be available for
review and approval at the May 23, 2001 meeting, that will be held in Greeley County.
Executive Director's
Report
Randy Allen handed out
copies of testimony that he presented on HB 2468. He also presented the board
with a copy of a handout he received on this same bill addressed to
"Commissioners".
Michelle Works, KAC
Conference Planner is attending at Conference Planners Conference in Kansas City.
Marla Flentje is currently in Salina, leading the first of
three County Government and the Law workshops. The other two classes will
be held in Emporia and Garden City.
There are approximately 55%
of the Compensation Surveys turned in to date.
Judy Moler, Rod Broberg Lonie Addis and Randy Allen attended
the NACo Legislative Conference in Washington DC March 2 - March 6. Nancy Weeks and Russ Frey were
also in attendance. A copy of the "Streamlined Sales Tax: A Kansas
Perspective" was handed out to board members.
NACo Report
Lonie Addis, NACo
Representative gave a report about the NACo Legislative Conference in Washington
DC. Lonie and Judy Moler attended a party that was held by the British Ambassador.
Lonie handed out a copy of the NACo 2001 Interim Policy Resolutions
booklet to all board members. The highlight of his trip, he said, was the
Congressional Breakfast. Lonie was most pleased that Representative Moran and
Representative Moore attended. He was impressed with the turn out as well.
The tour of the capital rounded out a memorable conference.

Comments
Lonie Addis asked that the
KAC have name badges made up with the KAC Logo as well as board member names,
etc, as an identifying tool. It was suggested that we have badges created with
a magnetic backing. This will be researched.
With no further business on
the agenda, the meeting was adjourned at 2:17
p.m.
