MINUTES OF FEBRUARY 9, 2009 MEETING

Attendance

 

Board Members Present: Michele Abbott-Becker, Marion County Emergency Management Director; Sheila Biggs, Dickinson County Commissioner; Joe Connor, Unified Government Health Department Administrator; Terry David, Rice County EMS Director; Jack Frick, Scott County Commissioner; R. Steve Garten, Barber County Commissioner; Mark Low, Finney County Appraiser; JR McMahon II, Miami County Director of Public Works; John Miller, Norton County Commissioner; Tim Norton, Sedgwick County Commissioner; Dale Phillips, Barton County Noxious Weed Director; Dennis Peterson, Riley County Noxious Weed Director; Tom Wagner, Atchison County Commissioner; Dick Works, Allen County Commissioner.

 

Board Members Absent: Larry McAulay, Johnson County Director of Legal Services.

 

Others Present: Randall Allen, KAC Executive Director; Melissa Wangemann, KAC General Counsel.

Proceedings

 

President Connor called the meeting to order at 6:15 p.m.    

 

Tim Norton moved and Mark Low seconded a motion to approve the agenda. The motion passed.

 

Tom Wagner moved and Terry David seconded a motion to approve the January minutes.

The motion passed.

 

Dick Works explained that the Finance Committee had reviewed the bills and payroll as of February 9, 2009. Dick Works moved and Dennis Peterson seconded a motion to approve the report and file it for the audit. The motion passed.

 

President Connor gave his report. He explained a proposed process outlined in a handout for reviewing the bylaws for amendments.

 

Melissa Wangemann and Randall Allen presented the legislative report.

 

Randall Allen gave the executive director report. He reviewed handouts detailing the KAC 2009 dues and the local road engineer dues that had been paid by counties. He also went over the ?Intro to Commissioner?s Job? training that occurred the week before.

 

John Miller suggested additional staffing at KAC for legislative matters.

 

Terry David discussed the bills introduced by the Board of Emergency Medical Services.

 

JR McMahon asked how the 80/20 split would work . .. Randall answered that the Legislative Policy Committee would take it up for consideration after the session.

 

Sheila Biggs reported that the Orion system used by county appraisers is not working correctly. Discussion was had to invite Secretary Wagnon to a meeting to discuss the problems.

 

Mark Low reported that the Kansas County Appraisers Association hosted its reception last week for legislators.

 

Michele Abbott-Becker noted that several burn bans were going on throughout the state.

 

The meeting was adjourned at 7:53 p.m.
