U.S. TREASURY OPENS PORTAL FOR COUNTIES TO RECEIVE FISCAL RECOVERY FUNDS

On May 10, 2021, the U.S. Department of Treasury released guidance on the State and Local Coronavirus Fiscal Recovery Fund (Recovery Fund), part of the American Rescue Plan Act. The bill includes $65.1 billion in direct, flexible aid to every county in America, as well as other crucial investments in local communities. Additionally, the U.S. Treasury opened the new portal that counties must complete to receive Fiscal Recovery Funds. 

ARPA Program Funding Discussion Focused on Public Health Components

The American Rescue Plan Act (ARPA) of 2021 (H.R. 1319) is a $1.9 trillion stimulus bill signed into law on March 11, 2021. Recently, Kansas Counties have begun drawing down their share of the estimated $5 billion coming to Kansas to help fund recovery efforts in response to the COVID-19 pandemic.

Dennis Kriesel, Executive Director of the Kansas Association of Local Health Departments (KALHD), and Bruce Chladny, Executive Director of the Kansas Association of Counties (KAC), discussed the ARPA program with a focus on the public health components. 

This “high level” interactive program is designed to be a discussion for County Commissioners, Administrators, Local Health Department personnel, and other individuals working directly with local county ARPA funds. The presenters shared ideas about public health uses for these funds and asked attendees to share feedback on resources that might be helpful to foster their own recovery efforts. Funding for this project was provided by the Sunflower Foundation: Health Care for Kansans, a Topeka-based philanthropic organization with the mission to serve as a catalyst for improving the health of Kansans.
